In 2012, the Department of Electronics and Information Technology (now the Ministry of Electronics and Information Technology) and the Bureau of Indian Standards introduced the Compulsory Registration Scheme (CRS). This scheme mandates manufacturers to register their electronic products before launching them in the market.

BIS Registration is crucial for electronic products listed under CRS, allowing their sale in India. All manufacturers, whether foreign or Indian, must apply for this registration to import or sell products in the Indian market.

Marking requirements:

BIS Registration process:

  • Provide product samples to a BIS-approved Indian lab for testing.
  • Submit the BIS application with Form VI, lab test report, factory documents, and information.
  • After scrutiny, a BIS Registration Certificate is issued.

Information required for BIS Registration:

  • Technical details for lab testing (PCB layout, schematic diagram, user manual, CCL).
  • Factory documents and information (legal address proof, trademark registration, organizational chart, machinery, equipment list).

Timeline for BIS Registration:

Approximately 30-35 working days, including testing (15-20 days) and BIS processing (10-15 days), can be shortened with complete and timely document submission.

Foreign Manufacturers
Certification Scheme (FMCS) Overview

  • Established Authority: The Bureau of Indian Standards (BIS) has administered the Foreign Manufacturers Certification Scheme (FMCS) since the year 2000, operating under the BIS Act of 2016 and its associated Rules and regulations.
  • Certification Purpose: FMCS provides a mechanism for foreign manufacturers to obtain a license for using the Standard Mark on products that adhere to Indian Standards, thereby signifying compliance with quality benchmarks.
  • Scope of Application: The scheme encompasses the granting of licenses for a wide range of products, excluding Electronics & IT Goods, as specified by the Ministry of Electronics and Information Technology (MeitY).
  • Licensing Authority: The Foreign Manufacturers Certification Department (FMCD) at the BIS Headquarters in New Delhi is responsible for issuing licenses under the FMCS.

Note: FMCS serves as a pivotal avenue for foreign manufacturers to showcase adherence to Indian Standards through the coveted Standard Mark, promoting consumer confidence and ensuring quality in the Indian market. Apart from electronics, several product categories are being brought under FMCS such as Chemicals, Footwear, etc.
